Meet the Current Officers

Administrative Law Judge Jennifer Burroughs – President
Administrative Law Judge Burroughs graduated from St. Mary’s College of Maryland then the University of Baltimore School of Law. She clerked for the Honorable Jan M. Alexander of the Circuit Court for Baltimore County. She served as an Associate Counsel, Counsel, and Supervisory Senior Counsel of the United States Department of Veteran’s Affairs, Board of Veterans’ Appeals. She also serves as adjunct faculty at McDaniel College.

Administrative Law Judge Carlton Curry – President-Elect
Administrative Law Judge Curry graduated from the University of Baltimore School of Law and obtained his undergraduate degree from the University of Maryland, College Park. He served as a law clerk for the Honorable Alfred Nance, Circuit Court for Baltimore City. He worked as a staff attorney at the Maryland Office of Administrative Hearings prior to his appointment.

Administrative Law Judge Edward Kelley – Immediate Past President
Administrative Law Judge Kelley graduated from the University of Maryland Francis King Carey School of Law and obtained his undergraduate degree from Washington and Lee University as well as his masters from the University of Baltimore. He served as a law clerk to the Honorable James A. Kenney, III, Court of Special Appeals of Maryland. He worked at the office of Piper, Marbury, Rudnick & Wolfe, and the Office of the Attorney General of Maryland in the Criminal Appeals Division and Department of Public Safety & Correctional Services.

Administrative Law Angela Diehl – Treasurer
Administrative Law Judge Diehl graduated from the College of William and Mary and the University of Baltimore School of Law. After graduating law school, she clerked for the Honorable Audrey J.S. Carrion of the Circuit Court for Baltimore City. Prior to becoming an ALJ, ALJ Diehl was an Assistant State’s Attorney with Harford County and Baltimore City. She is a member of the Harford County Bar Association, Women’s Bar Association, Maryland State Bar Association, and Asian Pacific American Bar Association.

Administrative Law Judge Katlyn Hodges – Secretary
Administrative Law Judge Hodges graduated from McDaniel College and University of Baltimore School of Law. She clerked for the Honorable Emory A. Plitt, Jr., of the Circuit Court for Harford County. Prior to her appointment as an ALJ, she was in private practice as Owner and Principal of Hood & Hodges, P.A., and the Law Office of Thomas S. Hood, P.A.

Administrative Law Judge Sun E. Choi

ALJ Choi graduated from American University, the Washington College of Law, and obtained her undergraduate business degree from the University of Virginia, the McIntire School of Commerce. She served as a judicial clerk to the late Hon. Chief Judge Eugene N. Hamilton, in D.C. Superior Court. ALJ Choi is a former prosecutor with the Frederick County State’s Attorney’s Office and had an extensive litigation and trial practice specializing in criminal defense and complex domestic law prior to her appointment.

Administrative Law Judge Tracee Fruman
At Large Board Member
ALJ Fruman graduated from Washington University in St. Louis and then the University of Maryland Francis King Carey School of Law. After graduating from law school, she clerked for the Honorable J. Norris Byrnes in the Circuit Court for Baltimore County. As a career-long State employee, ALJ Fruman worked for the Office of the Attorney General for nineteen years. She was an Assistant Attorney General for the Maryland Department of Health and then for the Maryland Medicaid Fraud & Vulnerable Victims Unit.
